I want to create a Certificate Signing Request via Keychain access utility, however when i open Keychain access software, there is no "Preferences" menu, many online articles mention this "Preferences" menu, did I miss something? my OS is 10.6 snow leopard.

Not at my Mac, but you'll always find Preferences when there are any under the Menu Item named for the application that is active.

So, it would be:
Keychain > Preferences

You didn't show us a picture of the menu bar at the top of the screen, only the app itself.
