How can I set my guest accounts for no downloads

How can I set my guest account, so someone using it cannot download anything from the internet.

I ask certain people to not download anything.......yet they do anyway.

How can I set limits like this on my guest user account

You could set the privileges for all folders in the Guest account (except the Library folder) to read only for Guest (but still reserve read/write access to admin users)
