Best Project Management software

Hi,

New user here so go easy

I have a (very) limited budget and I was wondering what the best Proj Mmgt s/w there is out there. I have heard OmniPlan is quite good but are the likes of Merlin better value for money?

I will be managing projects that are are short in timeframe and I would like to be able to easily upload the gant charts etc onto a webserver..
