opening tabs in Safari

I have Safari set to open new appications in a new tab, is that the same as opening a new website in a new tab? Instead it opens in a new window that is right under the one I'm on and I don't know until later on.

How can I get Safari to open another site in a new tab?

I'm using Safari 4.0.5 in Leopard.

safari / prefs / tabs from there you can set it to your liking.
