how can i wipe and reinstall the software on my ibook g4?

hi, i received a used i-book g4, being my first mac computer, i have no idea how to do much on it. the computers software seems to be outdated and it hasn't been used for almost a year. whenever i try to access any settings for the computer or networking it tells me i do not have sufficient access privileges. the previous owner had a apple tech try to fix it also but it they cost a lot and he didn't want to pay him per hr.....neither do i, so there is a tech support account on the welcome page. does anyone know what i should do and how to do it or what i need to do it?

Hi Welcome to the Forum. First the Big question - did u get the original install discs with the iBook when you bought it. If so power on, pop the disk in and hold the C Key and you will be guided thru the install process.

it has cd/dvd combo drive but dont mac os x tiger disks go for like 100+?
