The Accounts pane may itself be corrupt. Before exploring that option, try deleting a couple .plist (preference) files in the event that those are corrupt. They will get rebuilt automatically, although with default preferences.

The first is/Library/Preferences/com.apple.preferences.accounts.plist
Next is ~/Library/Preferences/com.apple.systempreferences.plist (~ is your home folder)

Make backups before deleting… just to be sure. After deleting the originals, reboot and see if the problem is fixed.

If it is not fixed, you might be able to recover the Account pane by installing the most current combo update for your version of OS X. You might also be able to extract it directly from the downloadable combo update itself, or off the install disk, using Pacifist.
