Safari "Failed to open page" a lot

Like 50% of the time when I click on a link (e.g to view a post on a messageboard) on *any* website I get this:

Safari can’t open the page “http://www.example.com/foo.htm”. The error was: “bad server response” (NSURLErrorDomain:-1011) Please choose Report Bug to Apple from the Safari menu, note the error number, and describe what you did before you saw this message

It's been fine until Tiger. Firefox continues to work flawlessly. Any idea what's going on?

(Cue Whiteshark telling me to repair permissions...)
