I have a G4 1.25 G4 PowerMac with 1.25 GB of ram. I installed Leopard on it a while ago and it was running fine for a while, then the keyboard flipped out and was making it boot in safe mode, so i (eventually) hooked up a new keyboard and since then its been booting up normally again. However, now its not letting me install any programs on it, nor any updates that it has waiting in the "Software Update" thing. Also when i try to do the"Repair Disk Permissions," it runs through the process for about 10 seconds then tells me everything is fine. I also have an iBook G4 1.42 that has Leopard on it with no problems at all. I don't have the disk to reinstall it because it was an unused license from a friends family pack.

Any ideas to what could be wrong?

Looks like you do need an install disc to run Repair Disc, and then Apple Hardware Test. This be the problem using someone else's software. The hard drive could well be failing.

One thing is that you and your friend have violated the license agreement.
