I'm thinking of buying an iPod Touch. Can I use my existing wireless ISP account with it or would I have to pay an additional fee for something? I really only want it to record and play music and videos for when I'm stuck on an airplane. However, if I CAN use its Wi-Fi at free locations like Panera Bread, etc. and at home without using my MacBook, that would definitely be a plus. I know absolutely nothing about iPods. TIA.

The iPod Touch is only capable of using Wi-Fi connections.. You don't need to pay an extra fee for anything related to getting online with the iPod Touch.

You can use your home Wi-Fi, Panera Bread, Starbucks, McDonalds, etc...
