Um... Get it repaired? What exactly happened to it? Was it dropped, crushed, shaken, thrown? Did it get put under water? Maybe it overheated?

Give us some kind of information. Otherwise it's an iPod touch with one of any number of problems. The LCD panel could be damaged, the video circuitry could be faulty... who knows?

Yep if you have tried to restore it through iTunes and it still stays like that, do as J-J suggested, take it into the Geniuses.
