Ok

I did copy my Iphoto to external drive ( twice on 2 different drives )
just to make sure
then I deleted all pictures on iphoto on the mac
when I try and open them on the saved copy they are not there
it is like the 2 back up copies have automaticly synced

HOW can I get them all back ?????

How are you trying to open them?
They will not be in iPhoto until you import them back.

If you emptied the Trash in iPhoto, or closed the application, not good news I am afraid. Have a look in Trash in iPhoto and make sure they are not still stored there. This has been discussed in Apple Discussions:-

Apple - Support - Discussions - recovering photos from iPhoto trash ...

Any chance you have backed up to an external using cloning software?
