jailbreak iphone 3gs 3.1.3

Ok,

So I've got a 3gs iphone running OS 3.1.3

from what i've read, jailbreaking with 3.1.3 is not recommended. i need to jailbreak my phone so that i can tether my phone as the internet connection for my computer.

can i restore to 3.1.2 then jailbreak from there?

what is the recommended course of action, and which program to use for the actual jail break?
