How Can I Compare Two Photos for Face Recognition?

Hey,
I've got a photo of a friend and a photo of someone in the newspaper and I think it's them, but can't tell for sure.
A bit awkward to ask given the circumstances... is there a website where I can upload the two photos and it will give me a match rate on likelihood it's them?
I have an old version of iPhoto that doesn't have facial recognition, so I downloaded Picasa for Mac, which is free and does have the feature but that's not much help as it's just like Facebook tagging.
