I find it inconvenient that in Windows XP on my MacBook cmd acts as the "Windows" keys while ctrl is the much more used (in Windows) Control.

Can someone tell me the simplest way to switch it so that the cmd keys acts as Control in Windows while the ctrl key would take over the "Windows" key function?

Use an external Windows USB keyboard and hook it to your MacBook. It'll work fine and you won't have to re-map anything. Staples has a wired Windows keyboard by MS on sale for $14.95. Can't go wrong.

Thanks for the suggestion but there has to be a less convoluted solution.

OK. Take a look at this article and see if it's helpful. Remember, any remapping of the keyboard has to be done from Windows not OS X.
