my system wont download anything?

i keep trying to dl something through safari, and i get an error "cannot create file" i get the same error on firefox. it wont download any files, from any website..

Is this a recent happening or been going on for a while? Also which version of OSX? Panther? Tiger?

it was a recent thing.. i got fed up so i did an erase and install. i had been wanting to do so since i received tiger, so now im happy. works fine agian, thanks for the reply
