I currently own a g3 650 which is a bit slow, but fine for general surfing of the web and checking email. However, for the flash based games that my kids play, it is very slow and not too usable.

I have an opportunity to get a 700Mhz G4 (15in screen, 512MB ram) for a good price, but was curious to know if this machine is still too old to handle online flash based games such as clubpenguin, webkinz, uptoten, etc....

First...I do not believe a G3 650mhz exists (assuming you are talking a desktop computer).

As far as that G4 700mhz...I'm going to say it's not fast enough. I would say a minimum of 933mhz-1.0ghz would be more what you need.

With the current version of Flash, yes it will. Flash is a terrible user of CPU resources regardless of the machine. My 2.1 C2D sees spikes in usage just trying to watch a YouTube video. Before you consider purchasing a new machine with specs that are only marginally better than yours, consider downgrading Flash. Take a look at this post in a similar thread.
