Is there any way to alphabetize your Rules listing in Mail? I'm constantly adding to rules I already have (and I have tons) so it's a bit time-consuming to search it out in the list!

Sorry, you can't. I've been trying to find a way to do this for years, and wound up just naming them "1-[description]".
