PDF locked for text extraction

Hi

I am not a MAc user but a webmaster who gets contributions from various people. In trying to index the PDFs they send me (which involves extracting the text) some files show as being locked for text extraction. I followed up with the author who said he produced them on Pages and created the PDF from Pages and did not consciously lock the files. He is not a computer expert and I don't know Macs, so can anyone suggest what may be going on please?

If u click on the file and select Get Info from File menu and you may be able to set it to read and write but likely not so if u then open it in Pages and go into the Inspector and look here;
