Free up UDP port 3333

I need the UDP port 3333 to be freed to use the TUIO client on Reactivision along with Max MSP. I tried changing the firewall settings but it still doesn't work. How can I free up this port, if that isn't possible how can I tell the TUIO client to listen to another port?
