Even when plugged in, my battery says it is charged only to 98%, even when the mag power adapter is green meaning not charging.

Well, only if it means that the battery is already losing its full charging capacity.

usually the battery is not charged until it goes below a certain percentage of being drained. check your battery settings. i have an iMac so no battery, but that is the way is works on my IBM work laptop. in fact, it doesnt start to charge until about 80%. it extends the battery life.

to confirm, you can let the battery run down to 50% or so and then charge it. you should see 100% again.
