Multi-connection FTP

Hi there!

I just got myself a new ISP, and it turned out that they are limiting the speed of a single transfer (of any kind, FTP, HTTP...) to around 300 kB/s.
If I start more than one transfer at a time, my total transfer rate goes to the maximum, which is 1.6 MB/s.

My problem is that I want to have this full speed for a single transfer! Especially in FTP!

So I'm looking for a SFTP application that allows multiple connection ON THE SAME FILE (They all do multiple connections, but on different files...).

Do you know any?
Does it even exist?
I also control the other end (the server side), so if you know any other solution than FTP, as long as it's secure, I'm listening :)

Way... way too many specs to list.
pulling it off on the same file would be difficult I would think. Interesting idea though.
