Voice Control app missing

Unfortunately a MacBookAir (which I hate)
I just upgraded my iPhone 3G to a 3G S. I love it. VERY fast. But, on the Apple.com website, it has the app called Voice Control.

I cannot find it in the app store or on my iPhone.

Anyone know where it is?

Please let me know. Thanks!
