Is it posibile to buy an unlocked iphone in cancun or playa del carmen in mexico? if so, who are selling them?

Ive heard some rumers that if you buy an iphone in usa or mexico you can only buy it with a Two-year contract with at&t and in the end it will get VERY expensive... anyone who knows if that is true?
