Cleaning Up

Hi,
I'm new to the Forums, but not new to Mac. I did however upgrade to a better used computer. I'm trying to clean up some of the previous files on the "new" computer (belonged to my Dad). How do I do the following:

--Delete the previous User file (I already changed administrative options, but now there is just a "Deleted Users" file (and it won't let me get rid of it).
--What is "Previous System Folder" --something to just leave alone? Or can I get rid of some or all of it.
--I am trying to get rid of a plug in from the previous printer (which I do not have) it's called "SC740.plugin" and is located in two places I can see--in the root directory and in the root library. How do I get rid of these (dragging in the trash doesn't work--it won't let me get rid of it).
