Adobe Acrobat 9 Pro is the best of the best, no argument about it. If you find something thats more powerful than that then please let me know LOL.

However, if you don't want to or need to get all that technical then you can use Preview to do basic editing.

Can you fill pdf forms and save them using preview?

I just edited and saved a PDF with forms in Preview. I filled in all the form and saved and reopened and it was like I saved it.
