I just bought a Mac Mini of eBay.

Item specifics
Apple Product Family: Mac Mini
Operating System: Mac OS 10.3, Panther
Processor Type: PowerPC G4
Processor Speed: 1250
Memory (RAM): 256

It has come pre installed with Panther but I would like to upgrade to Leopard.
Is this possible with a powerpc?

Yes... go for it.

It wouldn't hurt to have some additional ram.

In theory - yes but you have a couple of issues to sort. First you need more RAM and that can be done at home but not for the faint hearted. If it is your first Mac my suggestion would be to try Tiger and at least 768 RAM. Make sure you get this type of OS disk as it is non machine specific;
