I have a PowerMac G4 with
-1.25 ghz PowerPC Processor
-ATI Radion 9600Pro Graphics Card
-2 gig ram
-Final Cut Express and Final Cut Pro

Would the Canon Vixia HF200 Files and Formats be compatible with my mac? I don't care about the HD, I will be shooting in HD and compressing it down to SD (I HATE RENDERING!!!)!

You would need to convert the files with something like VoltaicHD. The process is said to take a long time, especially on such a slow machine (compared to todays). Even on Mac Intel machines, this processing takes place. The thing is, Apple has only supplied those processing routines for Intel Macs, not PPC like yours. That is why third party solutions are required.

If you don't care about the HD, then why bother getting an HD camera?

I LOVE HD! I ALSO LOVE MY POWERMAC! They don't really fit together. So When I compress 1080p to 480p, It looks 95% as good if I don't stretch it out. Besides, Its going to be compressed at some point (DVD Studio Pro).
