Just as the subject reads. You can install the Windows 7 UPGRADE using Boot Camp without needing a previous copy of Windows installed. Here's how:

It is a violation of the Microsoft EULA not to have an eligible upgradeable previous copy of Windows on hand. Any doubt, please read the appropriate MS EULA for your copy.

This LINK explains how to install the Win 7 upgrade without having another copy of Windows already installed. It's very similar to how it was done in Vista.
Please take note of the use of the "rearm" command in Win 7 which again is very similar to Vista. The instructions on how to use the "rearm" command are located here.
