G4 running Leopard. Display becomes unstable shortly after startup. Windows either won't move or stay on screen after they are closed. Oddly it seems to be worse if the dock is placed at the bottom. The entire dock will never show up if it is on the bottom, but shows up fine on either side. I've cleaned out the case and run all hardware tests. I suspect the video card is failing. Any ideas?

G'day and welcome to the forums. Best if you can assist by providing machine specs and operating system.
Go into the machine, remove the graphics card, re-seat firmly and see if there is any improvement. Next suggestion is another graphics card such as an ATI Radeon 9000 Mac Pro.
