iDVD - Movie judder

I have made a movie in iMovie and exported it to iDVD. The movie plays fine in iDVD but when exported and played back on TV there is a problem. The image looks fine when watching a static shot but as soon as there is any movement in the video the image judders terribly. I have exported it at Professional Quality and PAL so I can't work out what could be causing this.

Any ideas would be much appreciated.
