User customizable Cyrillic keyboard for Macbook Pro?

Hi,
Can anyone tell me if there exists a Cyrillic (Russian) keyboard layout for my Macbook Pro that can be customized? There is a phonetic layout provided with my OS X 10.5.8 machine, but I hate it and would like to arrange the keys exactly as I like. I do not use the standard Russian keyboard layout.

Is this doable?
