Make a .command file executable on any machine

Hi all- I have a .command file that I created on my machine. I set the permissions for it to be executable suing chmod 777. However, I need to be able to e-mail this file to people so that they can run it with just a double-click and without setting the permissions on their own machine. Is there a way to set the permissions to executable on my machine and have those permissions carry over to any other machine? Thanks in advance.

No, that simply isn't how OS X works.
One of the reasons why it is more secure than other operating systems is because it won't let files self-execute without first setting permission to do so.
