speeding up clips on imovie?

I am making a youtube video with imovie and I want to know if there is a way to speed up certain parts of clips?

For iMovie 09, go see the "Slow Down, Speed Up, and Reverse Video" tutorial at Apple.

To choose a short portion of a clip, you'll have to split the clip at your choice of starting and ending positions.

I have iMovie 08. I watched the tutorial for 09 but 08 has nothing like that.

I was checking around google and other forums and the general consensus is that 08 doesn't have a speed up or slow down feature on it.
