disk drive is broken

My macbook's disk drive is broken. It won't accept any disc's at all. I don't want to force the CD/DVD in there. However, this isn't the problem. The problem lies with the fact that every time I try and start my macbook I get a flashing folder with a question mark in it. According to the support center I would need to reinstall the startup discs.

Any suggestion? My macbook is out of warranty and I would like to repair it at home if possible and then sell it.

Do I need to have it repaired by Apple? And if so how much would that cost?
