Serious Iphone Problems- Won't power off, won't go silent mode!

I am working on a friend's iphone and we can't power it off AT ALL. Even a hard reboot using home key + sleep mode key has been very unsuccessful. What should we do?
Also to switch it to silent mode does not work either. Help!:Sleeping:
