HFS+ Permissions on a USB device

I have 21 eMacs running OS X 10.4.10.

They are networked on an Open Directory based network.

In order to improve load times for iMovie projects, we have installed external 500MB USB drives, and formatted them as HFS+

The problem we are having is with permissions - we would like each user to create a folder on the drive, and automatically have the permissions set to allow only the creator read/write access to that folder.

At present, a user may create a folder, but any other user is also able to log in and read, modify and create new files.

The users are of mixed ability, so telling them to set their own permissions is going to be difficult.

Is there any way to configure the drive in the OS to grant a default set of permissions, or would this need to be done in an Apple Script, which might be activated during log-on?
