cannot download pdf files from internet

operating system 10.4.11 on imac power pc G4

All of a sudden, for no apparent reason, I can no longer download pdfs no matter which browser I use - safari, firefox, explorer

I cannot find an answer on the mac support pages.

Cannot download or cannot open? Do you get an error message? What version of Adobe Reader is on your G4?

cannot download
I use adobe acrobat 7. I have no trouble opening documents sent by other means.
