1. From all we know at the current time - No - You will either have to purchase option 2 or purchase Leopard and then the SL upgrade
2. Yes it is the same case, you would be changing your OS to Leopard.

Way too late for that kind of announce. At least in my experience in hw and sw product announcements/releases.And at the end of the day, or tomorrow for us down under, Apple state Snow Leopard is an UPDATE OF LEOPARD and not a completely new operating system.
