Spinning wheel and no dock

My MacBook has been running very strange.
It's lagging with everything I do, I type, the wheel spins, I try to open an app, the wheel spins etc etc.
The dock is also missing. Where did that go?
Does anyone have a solution for me?

Run Disk Utility from your install disc, and do a permission and disk repair, and see what it throws up.
