Powerbook G4 start up

When starting my powerbook g4, it only goes as far as showing me the flashing folder with a question mark in it. Does that mean it can't find the hard drive?
It is a brand new drive, just installed. Brand new flex cable as well.

Thank you for your input. In my case, my disk needed to actually have a partition applied to it in order to run. Disks used to come that way, but apparently no longer.
