I know anyone who owns Leopard when Snow Leopard is released qualifies for a $29 copy.

I think the $9.95 is if you purchase a new Mac a certain time before SL is released, you get it for $9.95. Not sure on the time but maybe 1 month before. I will find it and update my post.

Yeah, the link i provided says

"If you’ve purchased a qualifying computer or Xserve on or after June 8, 2009 that does not include Mac OS X Snow Leopard, you can upgrade to Mac OS X Snow Leopard for $9.95.*"

It is with a purchase after 6/8/09. I got my MBP on 6/11 and already have my order in at Apple for the $9.95 upgrade. If purchased online you can fill out everything necessary to qualify, but if you purchased in a store you need a form from Apple's site and your receipt.

Snow Leopard hasn't been released yet, so the exact details aren't available. Based on the information available, I'm guessing you'll be able to just plug in your serial number online or in store and get your copy for $9.95 (or $29 for those who got Leopard before the qualifying date).

Nobody knows yet since Snow Leopard hasn't been released. We'll know for certain what the exact process is when Snow Leopard is released.

Funny, that did happen to me. I totally forgot about that. I just tried again a few days later and all was good, and the order processed.

About all I can tell you is to try later.

ok I just talked with Apple through the chat they offer:

"If you are getting an error or an empty cart, you can print the form out and fax/mail it in or try the online form again in September when Snow Leopard releases."

and he says that Apple is aware of this problem, so there is the answer
