10.4 Install Problems on a Dual 450 Power PC G4

I have a Dual 450 Power PC G4 with 896 MB of RAM running 10.3.9. I'm trying to upgrade to Tiger. When the system restarts it goes to a black/grey screen and nothing happens. It sounds/feels like the DVD drive is spinning but nothing happens.

I have unplugged all USB and FireWire devices (other than the mouse and keyboard.

Any thoughts/suggestions?

Is that a retail Tiger DVD?

Yes it is.

It sounds very much like what a System Disc from an Intel machine would do on a PPC machine. If it's retail, it should have the OS X logo on it and not a gray disk that says "System Disc 1" or something to that effect.
