How to delete a locked file ?

Ive been stuck for some time, I have a file a IBM viavoice instlal that no matter what I do will not delete, I am the owner of the file yet I can not remove the file or change the permisions. Any iddeas how to delete it, Its stuck on my desktop.

Try going to MacUpdate.com and downloadng Cocktail. There is an option there to delete locked files.
