what is wrong with my MacBook?

I was installing updates and I turned my MacBook off while they were installing, and now this shows up when I try and turn it back on:

What do I do!?

Try booting from your OS X installation disc and runDisk Utility to verify and repair your disk permissions. Follow the instructions here to repair the permissions but note that you will have to launch Disk Utility from the installation disc and not from your Utilities folder.

I can't even get past the restart warning. I put the install disk in and the same window keeps popping up.

That's because you need to boot from the disc. This is done by turning the machine on and immediately holding the Option key. Then, click on the disc to boot from it. The procedure is described in detail here:
