I have an older MacBook G4 with OSX 10.3.9, that I'm giving to a friend. She is Korean and would like to have a Korean version of OSX. Is there such a thing? If yes, can I download it? I have switched the language to Korean Hangul (no problem) but the Korean OS would be nice.
Also, is there such a thing as an external keyboard compatible with the G4 but with Korean characters?
Any help or suggestions will be greatly appreciated.

Yes, it is built in to the OS, no need for any extra software, Mac OS X comes in a host of languages right out of the box.

Just set up a new account for her, then go to international preferences to turn her account into Korean

Changing the system language in Mac OS X « David’s logbook

if you do a clean install of Panther, then if you select Korean in the initial set-up, even the login window will be in Korean
