I recently bought this webcam/microphone:

However the frame rate is extremely slow (1-2 FPS) and I have read reviews on the internet suggesting lowering the framerate from the 1280x1024 default to 640x480. This should increase the framerate to 30 fps.
I don't know any applications that will do this for me. I've tried maccam, but it doesn't support the eyeball webcam (probably because the eyeball webcam works with OS X without maccam). Skype/iChat do not have settings for resolution either.
