Can this be done?

I don't want to backup my os - just my settings, mail, apps setting, and files/photos.

Thanks

Time machine can do that

You can select your disk for back-up in the options. Press the plus sign again and go to your disk's folders where you can exclude folders like Applications and System from the back-up

But you would have to reformat the drive for that.

Alternativelly Arrsync, while quite basic, will achieve that, but is your disk FAT32 or NTFS

The mac will not be albe to write to an NTFS drive - only read, unless you add write support for NFTS

This should help
