Can't mount USB disk with fix and read-only atribute

Hello,
I have a usb disk which is set as fix(non-removalbe) and read-only. I tried to connect it to Macbook version 10.4.11 ,but it failed to mount the disk. However, connecting 10.5.X and windows XP work fine. I am wondering is it a bug specifically in 10.4.11 only ? Could I get any patch for this problem ?
