Why doesn't the Safari adress bar have a drop down menu?

Why doesn't safari have a drop down window with all the addresses of previously typed websites like IE or Firefox? What is the alternative to this and is there a setting for a drop down menu?

It's not in the address bar, it is on the menu bar on the top. It's called History.

Because whoever designed Safari decided it wasn't necessary? Honestly, why not just ask why program X is different from program Y?
