ipod touch software updated needed from Taiwan.

i live in taiwan and just received an old friends 8G ipod touch running 1.1.5 software. i want to buy the new software, but to do so, do i need to get an account here from taiwan? if so, is there an english version of the sign up to itunes process i can use to create an account from here..because the one i tried is chinese. even then do i need a credit card from here (taiwan bank) or can i use the one i have from my bank from a country not taiwan?

really..no one has any ideas or solutions for this. you try and do it the right way, and then nothing.. guess it gets jail broken.
